Plowing snow? No, not on the first day of July. This is Canadian National's train L503, on its way from DBR Jct to Ackerville on WSOR trackage. WSOR is in the midst of a track improvement project here; earlier today, quite a bit of fresh ballast was dumped. The WC GP40 is leveling the stone.
